TOWN OF EAST WINDSOR - ZONING BOARD OF APPEALS
MINUTES OF REGULAR MEETING
JUNE 7, 2010
The East Windsor Zoning Board of Appeals held a Regular Meeting on Monday, June 7, 2010 at the East Windsor Town Hall, 11 Rye Street, Broad Brook, Connecticut. The following members were present: Regular Members Tom Arcari, Christopher Davis, Stan Paleski and James Strempfer and Alternate Member José Giner. Also present was John Burnham, Selectman (Board of Selectmen liaison to ZBA).
The meeting was called to order at 7:32 p.m. by Chairman Tom Arcari.
ESTABLISHMENT OF QUORUM
A quorum was established, as four regular members and one alternate were present. Mr. Strempfer read the legal notice as it appeared in publication.
NEW BUSINESS:
ZBA #2010-03 – Application of Raymond Baiocchetti for property located at 176 Main Street, East Windsor, for a variance of Section 602.3 Size of Signs, Residential Districts, to allow a 16 sq. ft. sign in a residential zone where 2 sq. ft is the maximum allowed. [R-1 zone]
Mr. Baiocchetti came forward to explain his application. He indicated that he purchased the property four years ago. He said he has a small sign that people can’t see going by; they need to have a larger sign. He pointed out that there are several businesses in the area. There is a box company, a nursing home and a TV repair shop. Mr. Baiocchetti said he is asking for a 4’ x 4’ sign which is similar to the other businesses in the area. Mr. Giner asked if the sign will be lit. Mr. Baiocchetti said that it won’t be. Mr. Giner asked if the building is just a business. Mr. Baiocchetti said he resides there and has the business there. Mr. Giner suggested that they put on a condition that the sign can’t be internally lit. He said
someone in the future might want to have an internally lit sign. Mr. Baiocchetti said he didn’t have a problem with that.
Mr. Arcari referred to a memo from Robin Newton (Zoning Enforcement Official) dated June 7, 2010 which was read into the record by Chris Davis. The memo stated, in part “I performed a site inspection of the business and surrounding area, a sign up to 16 square feet would be compatible with the surrounding business signs.”
Mr. Arcari opened up the hearing to the public. No one came forward to speak.
MOTION: To close the hearing on ZBA #2010-03. Paleski / Strempfer / Unanimous
Discussion and Vote:
Mr. Paleski felt that 16 square feet would be compatible with the surrounding businesses. He said he would have no problem with it provided that they put a condition that it not be internally lit. Mr. Giner agreed. He said it is a preexisting nonconforming business and it certainly requires a sign. Mr. Davis said anything they can do to help the small businesses in town is good. Mr. Strempfer agreed.
